China’s First AI Content Rules Are More Supportive Than Expected

China’s first official guidelines for artificial intelligence-generated content, which emphasize development over precaution, are welcomed by industry players.

The latest document, released by the Cyberspace Administration of China and six other departments on July 13, highlights the importance of the entire AIGC industry, Wu Shenkuo, deputy director of the Research Center of the Internet Society of China, told Yicai Global.

The interim measures support sharing computing power and building public data platforms for pre-trained models. The document also suggests a classification and supervision system for AIGC and encourages international exchanges and cooperation, Wu added.

The official rules include more positive statements about AI and give a wider margin of error to model developers. More specifically, the rules state that AI firms should “take effective measures to improve the accuracy and reliability of the generated content based on the type of service” whereas the draft said that “AI-generated content should be truthful and accurate, and measures should be taken to prevent the generation of false information.”

One practitioner pointed out that error tolerance depends on the domain and purpose. For example, a game character created by AI does not have to be identical to the prototype but news, government websites, and medical information have higher requirements of authenticity. The revised wording makes the implementation of AI more feasible, the insider added. 

The guidelines are timely and will help establish a common framework to create application scenarios for LLMs, enabling AI to contribute more effectively to economic and industrial growth, Li Shuchong, vice president of CE Cloud, told Yicai Global.
